Performance Assessment Toolkit

The performance assessment framework draws on the Government of India's ongoing initiative of standardised Service Level Benchmarks (SLB) for urban water supply and sanitation sectors developed by the Ministry of Urban Development (MoUD). It also draws on an extensive review of various international and national efforts, stakeholder consultations in Gujarat and Maharashtra, as well as pilot studies to test the framework and toolkit. The Toolkit comprises of the following: List of Key Performance and Local Action Indicators and Definitions and Data Questionnaire. This toolkit is a revised version and includes SanBenchmarks Indicators to assess the performance of onsite sanitation along with sewerage system.
 Key Performance Indicators across the three sectors have been identified both for Goals as well as Reforms in the areas of Access and Coverage, Service levels and Quality, Financial Sustainability, Efficiency in Service Operations and Equity related aspects. 
 A set of Local Action Indicators have also been developed. These indicators help to better understand the results of the KPIs and also contextualise the city's service requirements to a great extent.
 These have been identified, across the three sectors, for the areas of Coverage, Quantity and Quality, Non - Revenue Water, Complaint Redressal, Costs and Recovery, Spatial Equity and Affordability.
 The Data Questionnaire consists of various sections developed around the broad functions of the ULB, like water supply operations, wastewater operations, solid waste management, and finance. Moreover, it is structured to generate indicators as the data is entered into the online questionnaire by the ULB.
