Frameworks and toolkits

Performance measurement framework provides an approach for systematically collecting, analyzing and reporting on the existing service level. It draws on an extensive review of various international and national efforts, stakeholder consultations, as well as pilot studies to test the framework and toolkit. The framework and toolkits have been adapted, evolved and improved over time.

The performance assessment framework prepared in 2009 drew on the Service Level Benchmarks (SLBs) for urban water supply and sanitation of the  Ministry of Urban Development, Government of India. In addition to SLB indicators, our framework captures the performance of onsite sanitation through the SAN-Benchmarks framework. It also includes an aspect of equity, where access to water and sanitation services in slum areas is assessed. More than 1000  cities in India have used this system as a self-assessment tool and track their performance level annually. This module is hosted on the www.pas.org.in website.

Frameworks and toolkits have been developed for sector assessment, city assessment and finance assessment. The PAS toolkit is a compilation of data questionnaires, definitions, and guidelines that the local governments, service providers,  can use to input information on the PAS portal to generate the performance indicators.
