Approach and tools
Performance improvement approach and tools have been developed to assess the impacts of plan actions on service delivery and finances. The actions include low or no-cost actions such as process reengineering and policy support as well as capital investments. Financial assessment includes implications for municipal finance, tariffs and a feasible financing plan. These tools have been tested through city application for the preparation of service level improvement plans. These have been widely disseminated in various national and international workshops and trainings.
