Approach Paper on Performance Improvement Plan

This Approach Paper is designed as a guide to prepare a Performance Improvement Plan for water supply and sanitation and solid waste management services. The PIP is visualised as a multi-year plan to improve service performance across the basic themes of access, equity, service levels and quality, efficiency and financial sustainability. It uses the Service Level Benchmarking indicators of the Government of India with appropriate additions for equity and on-site sanitation. This Paper describes a systematic approach to problem diagnosis, assessing existing performance levels, exploring plan actions for related sectors, and assessing impacts of actions on performance improvement as well as local finances. It also illustrates these through a city-level application.
