Target Setting Model

Target Model provides guidance to urban local governments in setting annual targets for Service Level Benchmarks. The service delivery outcomes are arrived at based on the past trends of all indicators and ongoing capital investment projects. Accordingly, the Model serves as a guide to fix targets for next year and estimates investments required to achieve them. The Model also provides guidance on actions required for cost recovery.
