Incentivising Change at Municipal Level for Sanitation

This presentation was made at a workshop on 'Enhancing Governance of the Urban Water, Sanitation and Hygiene sector in Asia' by Oxfam, under its Asia Development Dialogue series. The Asia Development Dialogue is a joint partnership of Oxfam with Chulalong University and National University of Singapore supported by Rockefeller Foundation. The presentation highlighted that incentivising local governments for sanitation requires commitments on sanitation at higher levels (national and state governments matched with some financial assistance), needs systems of accountability at local level, requires demand-based financial assistance and technical support. The presentation also suggested that making sanitation 'aspirational' leads to demand generation. Often, "name and shame" through sanitation ranking provides incentive for cities to improve sanitation services.
