Surat Municipal Corporation (SMC): Monitoring System for Performance Management

Before 1994, a large population of migrant labour lived under terrible conditions in slums in Surat; infrastructure for civic services was grossly inadequate and so was the delivery of services by the SMC. In 1994, there was an outbreak of plague in the city. The systematic approach that the SMC took to rectify the dismal situation has now evolved into a comprehensive Management Information System (MIS).
