Strengthening Finances of Municipal Governments

This chapter has been prepared by CWAS as an input to the report on ‘Strengthening Municipal Governments for Improved Urban Services'. The report has been developed by the National Faecal Sludge and Septage Management (NFSSM) Alliance, a national working group, comprising of 30+ organisations and individuals across India. CWAS is a partner in the NFSSM Alliance.
The chapter reviews municipal finances with respect to both inter-governmental transfers and own revenues and attempts to assess the need for adequate and predictable financial resources to enable municipal governments to fulfill their mandate of various services and functions assigned to them.
