Addressing Risks of Delayed Payments by Urban Local Bodies

Payment delays are perceived to be a major risk factor for private sector service providers and contractors working with local governments. This paper provides an overview of ongoing efforts as well as some innovative approaches that can be taken up to address the issue of delayed payments. Some of these approaches can encourage greater private sector engagement with urban local governments for key basic services such as water supply, sanitation, faecal sludge and septage management and solid waste management. This has been prepared as a part of the activities of the Municipal Strengthening Task Force of the National Faecal Sludge and Septage Management Alliance, India.
