Financing urban infrastructure is a critical aspect of urban planning and development. This background material is part of a course on “Financing Urban Development” for Masters students of Urban Infrastructure and Masters of Planning at CEPT University. It provides an overview of municipal borrowing, different forms of borrowing available to urban local bodies (ULBs) like municipal bonds, green bonds, credit markets, municipal development funds, pooled finance and requirements for maximizing the potential of municipal debt financing in a sustainable manner.
