Various mandatory reforms of JNNURM and AMRUT, focus on improving municipal budget processes. . Some key issues that lead to poor municipal budgets are overestimation of revenues, lack of transparency and accountability, non-implementation of budgeted projects etc. This research aimed to understand municipal budget process in small and medium towns of Wai and Sinnar in Maharashtra. The objective was to analyse the budget preparation process from the aspect of transparency, readability, effectiveness, flexibility and avenues of participation. The challenges are addressed with recommendations that can be implemented at State and ULB level.
