15th Finance Commission: Covid-19 Warrants Rethink of Local Government Allocations

Government of India can explore the possibility of raising funds through tax-free ‘COVID BONDS. Recognising that government budgets are stretched and that the current crisis will further affect receipts of both state and central governments, one must think of innovative financing mechanisms. An article titled ‘’15th Finance Commission: Covid-19 warrants rethink of local government allocations’’ by Dr. Meera Mehta and Dr. Dinesh Mehta was published in Ideas for India on 27th April 2020. This short paper provides some suggestions to 15th FC for increasing allocation for sanitation.
